O documento estabelece que “a situação orçamental” dos governos “será equilibrada ou de superavit”, o que significa impor o défice máximo de 0,5 por cento, valor irrealista considerado incompatível com crescimento económico. O tratado deverá que ser ratificado pelos 17 até 1 de Março e estará aberto aos restantes países da União Europeia que pretendam aderir voluntariamente.
